Set project-creating user as admin for new project

Although being able to create a new project without having to resort to the trac-admin command line, one still has to use the shell to grant TRAC_ADMIN permissions to someone (so that the "Admin" page is displayed, if applicable).

This, unfortunately, renders the plugin useless -- if I have to login to the console anyway to use trac-admin, I can directly create the project environment...

As a fix, I would suggest that the user who creates a new project using the CreateProjectPlugin is automatically granted TRAC_ADMIN permissions on the new project.

The plugin is deprecated. It needs a rewrite for a more recent version of Trac.
