Label and Notice Fields are rendered when Field is hidden

Description

When I set a field to be hidden from users without the appropriate permission the Modified Label and/or Notice gets rendered onto the ticket page but the textbox or dropdown does not like it is supposed to.

(In [7210]) moved hiding of elements to be the first action so notices/labels/tips don't show on hidden elements, fixes #2641

Modify Ticket

Change Properties
Set your email in Preferences
Action
as closed The owner will remain obs.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment

E-mail address and name can be saved in the Preferences.
