Description
It would be cool if users could specify the host/port they'd like to be growled on and the server would check permissions to see which users are eligible for which notifications.
This is probably only useful to larger installs with many projects and many users, not all of whom have at least read access to all areas.
My 2c.

Notes:
- I don't plan to support TCP (as the acknowledge + connected stuff is not lightweight enough for a synchronous notification)
- I don't remember seeing a port settings for Growl (i.e. Growl only listen on predefined, fixed TCP (23052) and UDP (9887) port so I don't think a port setting is useful
