Ticket creation always assigns owner

Whenever I create a new ticket with this plugin installed, it gives it a "default" owner. That is, the owner field (restrict=true) is left blank, but the plugin appears to be adding the first user in the owner pull down as the owner for the ticket in the status specified for this plugin.
for this plugin, default is specified, but owner is not...
I would like the owner field to remain unset until the ticket is moved to an assigned type status.
