it would be great if html formatted diffs could be sent in a mail, maybe generated by tracs diff view display code.

Use svnnotify for now. I will keep open because this is a good idea.

I think a link to the ChangeSet would be equally as good, which should be automatically accomplished if #3714 is resolved.

For example, with trac post-commit hook enabled, I currently get messages with a body in plain text such as:

(In [1600]) committing changes to merge with. references #189...

... but if the message was wiki formatted, I presume that [1600] would link to the changeset in the repository browser, as it does here.

Are there other use cases that I'm not thinking of?

You are probably right rjollos. It's probably adding a lot of code with something that already works with svnnotify.
