Date does not take time offset into account

Description
Hi,
I live in France(GMT+1) and I work with a guy in Malaysia(GMT+8). In our trac instance, we use [[ChangeLog]] on the WikiStart page to have an overview of latest repository activity and we are pleased with it.
But there is a little time issue... Since trac 0.11, we can now set time offset in preferences, and the ChangeLog macro does not take it into account (while /timeline does).
It's a bit confusing and would be great if the ChangeLog macro could fix that very tinny issue.
