Blog pages with / in URL cannot link to comments

Description

My blogs are work journals with the not-very-descriptive titles of YYYY/MM/DD. This fails links such as [blog:2008/12/23#comment-2] with No blog post named '2008/12/23#comment-2'. However, if I retype the URL-encoded "#" directly in the address bar, it works as expected.

(In [5067]) FullBlogPlugin: Slightly improved identification of links to period listings and links using reserved names.

Identified by problem with comment linking for posts named as a daily jornal, and this fix should make them work as expected. Closes #4326.
