change /ics to ?format=ics AND remove /roadmap/ics

Description

the iCalExporterPlugin uses a url /some/path/ics to display iCal. This was done for a perceived bug that google calendar did not work with urls with query strings. This seems to be an erroneous assumption. So the plugin should use /some/path?format=ics like the other formats.

since /roadmap/ics was made to work for compatability with /roadmap?format=ics (the one legacy iCal case in trac), there is no need to continue to support this once this ticket is done.
