cloud should be foldable and displayed with proper spacing

Description

currently the cloud is displayed under the keywords field. If the cloud is large, displaying it takes a large amount of space. It should respect width. Also, it should be foldable and folded by default if the cloud is too large.

(In [7888]) Fixed issue where clicking tags didn't add to keywords, fixes #5905 fixes #6842, cloud is automatically set to a maximum height of 40px which can be expanded to the whole cloud by clicking a More... link fixes #4812
