Environment dump and restore functionality

Description

Would be great if this plugin will be providing possibility to save and download whole project environment to tarball and then upload and restore it. I was thinking about write this as a separate plugin but your plugin would be great oportunity to implement this feature. I'm not sure how to implement trac restart after environment restore even if it is possible.

This doesn't really make much sense to be part of this plugin, though it is a nice idea.
