User lists produced are not ordered

Description

Every time a list of users is produced via macro or via admin interface, the order of the users seems to be pretty random and non-consistent. Make is very difficult to use the hack.

May have something to do with Python 2.3 I am running on. (had to collect several patches here to get it to work)

Could someone comment, of the assumption is true, that this is resolved by more recent Python versions? Python 2.3 is certainly no longer to care for (see related comment on #2516).
