Add the ability to default groups to the items listed for "Components". Then, users will be able to opt in, and every time a new component gets added, it's dynamically added to the list a user can opt in to.

That's exactly what I'm looking for! It wouldn't be too difficult to do, would it?
The more I use announcer plugin, the more I feel it should be a part of Trac by default. By the way, does announcer plugin work with Bitten (build status tool)?

It needs a bit of an overhaul to make it in. I've been meaning to make a proposal. This shouldn't be to hard, I'll see if I can knock it out tonight. In the meantime, you may want to check out "always notify the component owner" option.
