Group Access Restrictions by Module

Would be nice if users could manage groups specific to their module. The idea is similar to that for managing paths that are specific to modules.

If the group name were structured module-group, then the adminui could be set up to only show groups with the proper module- prefix. Add a new configuration item in the trac.ini:

[svnauthzadmin] show_all_groups = false

This would enable/disable this feature.

If a group is defined without module-prefix, then it should only be capable of being modified by manual updates to the authz file.
