Add a 'fixes' property to changesets

Description
It would be nice if the changeset view displayed all of the 'p4 fixes'
for that changeset, listing the associated tickets fixed by that change.
This would make it possible to associate a change with a ticket after the fact as you wouldn't need to mention the tickets in the change description to create the association.
A reciprocal property in tickets listing the associated changesets would also be useful.
This will probably require some sort of Perforce jobs integration first (see #625).
