Description
I could not find a way to receive notifications for all new tickets. The closest thing I found was to receive notifications of modules that I own.

I suggest to decrease priority to focus on issues, that have no good workaround like this.

Or have the admin add your email to the always_cc or always_bcc list. I have added an allticketsubscriber to trunk. It is off by default and can't be turned on by default(my personal opinion, feel free to patch it, but I would find it confusing if I were a user.) It should show up in preferences after enabling.
announcer.subscribers.ticket_all.allticketsubscriber = enabled
