Installed customfieldadmin plugin using easy install. Trac version is 0.11.7 (fedora 13) added iniadminplugin too.
[compnents] customfieldadmin.* = enabled

I had the same problem and had to run the upgrade script to resolve it. Most likely, it had nothing to do with this plugin per say, but was due to other problematic plugins.
$ trac-admin /path/to/env upgrade

Taking the liberty to finally close this because it's likely an installation issue and no response from reporter for 10 months.

First thing to do is set the log level to Debug and output to console, and look for errors when starting Trac.
