Admin screen for editting user's rules

Description
This should allow admins to copy rules from one user to another to make it easier to setup new users. Or to allow admins to fix users rules when they are too dumb to figure things out.
Along with this we should add a subscription panel permission. An evil admin can disable user's ability to set their own subscriptions and set them up for all users. This seems stupid, but more then one person has asked for it and it would be easy to add. I guess if you have an especially dumb crew working in trac, and they have a tendency to screw things up, this could be useful.
