Automatically CC a mailing list

As we were discussing over at ​http://blackhex.no-ip.org/discussion/message/46 - We would like the discussion board to have the ability to automatically CC on emails. Something like a tracdiscussion_always_cc sounds like the best fit, and possibly the easiest to implement.

As I mentioned, this is for the scientific computing cluster here at the Whitehead Institute, for a hand full of physical users. We already have a mailing list in place for these guys, so having each user individually subscribing to new threads doesn't really work in our favour.

We use lots of open source projects for our scientists. I got the OK to give a donation, since this is something that will help us "Get science done"

Revision r9590 implements it as smtp_always_cc config option in the [discussion] trac.ini section to be consistent with Trac. I hope it fits your needs. Thank you for your donation.
