TagsPlugin: Not seeing nav button or input fields after installation — at Initial Version

Description
I have seen an issue for this on the mailing list but no one has posted a final solution.
After I clicked "edit a page", the tag field does not come up nor is there a Tag navigation button.
Then I verify the permission actions however no action for "TAG_..." exists.
- easy_install http://trac-hacks.org/svn/tagsplugin/tags/0.6
- configured trac.ini
[components] tractags.* = enabled
- ran trac-admin <env> upgrade
- restarted web server
- If this doesn't work, check your anonymous and authenticated users for TAGS_* permisions.
