Allow message file to be edited from TracAdmin panel

Description

I'd like to use this plugin, but I'm on a shared Trac hosting environment and do not have shell access. I could work around this by putting the message file on a WebDAV share, but got to thinking that it would be very nice to be able to edit the file through the TracAdmin panel.

Within the coming weeks I'll likely work on a patch that implements this feature.
