Would it be possible to add a bit more license information to the distribution? I'd like to include a line in the source: 

# This software is licensed as described in the file COPYING, which
# you should have received as part of this distribution.

and add a license file to the repository, as is done for the ​NoteBoxPlugin. Since there are multiple versions of the GPL license, this will resolve any ambiguities. In fact, if you are okay with the terms in that file (the associated setup.py says it is GPLv2+), I'd just copy that file over.
