Integrate functionality of FineGrainedPageAuthzEditorPlugin

Description

I propose that the FineGrainedPageAuthzEditorPlugin be integrated into the AccountManagerPlugin. There is a similar proposal in #8929 for integrating the HtGroupEditorPlugin into the AccountManagerPlugin.

The author of the PrivateReportsPlugin has provided general agreement with the t:TracFineGrainedPermissions approach, as described here. It isn't strictly necessary to integrate FineGrainedPageAuthzEditorPlugin into AccountManagerPlugin to accomplish this, but that seems like a logical next step, along with improving the interface for editing the authz file.
