Use WikiDoc formatting in Trac wiki pages

Description

This is a Wikidoc plugin for Trac. It should work like the Perldoc plugin, just with Wikidoc syntax. It is copied from ​Perldoc.

Syntax of Wikidoc is similar to:

= NAME =

This is my module

= SYNOPSIS =

This is what the module does...

= BLAH BLAH =

...
