Delete button not displayed in ticket comments next to Change button

Description

According to the TicketChangePlugin description, after installing the TicketDeletePlugin there should be Delete button next to the Change button. 

In the Change History section of the ticket view there is the Reply button. TicketDeletePlugin adds Delete button there

This is not the case after I installed the plug-in in Trac 0.11. However, I do have the Change button.

I have this issue too. Feels strange to have loose some functionality to gain other.

It might be related to #1749, i.e. the TicketDeletePlugin has problems on 0.11, IIUC.
