Wrong URL in the sitemap when running trac on different port using tracd

Description
I run trac on a different port (4080) using tracd. When I use this plugin, the sitemap.xml contains the base URL without the port and Google gets a 404.

There's no way a plugin can reliably detect the outside URL of trac, so I'll make this a config option. Similar to #917

Implemented a configurable option that will store the base url

Sure, didn't expect this. I'll investigate if it's possible to actually detect on which port the web server is running, otherwise I'll make it a configuration option.
