Description

When creating new projects one can set a project summary and detailed description (maybe including graphical charts) on the Admin=>ManageProjects panel.

It's very useful to show summary and description as header in the project box on the roadmap page.

(In [11685]) bugfix (Refs #10119): if logged out, smp_settings is None. Default show_proj_descr to True.
