[Patch] Move Back to Accounts button to the contextual navigation

The attached patch moves the Back to Accounts button on the Accounts: Cleanup and Review User Account Details administration pages to the contextual navigation.

This is a nice web-UI simplification. Thanks to Ryan J Ollos for suggestion and patch code.

Maybe the text should be Back to Manage User Accounts? More descriptive and accurate, sure, but probably too long for a contextual navigation item. Just thought I'd throw the idea out.

Sure, I've thought about that for quite some time, but the shortness really matters a bit more than total accuracy for what I expect.

Just thought I'd throw the idea out.

Oh, perfectly valid reasoning. But I hope we can still agree to leave that as it is.

Yes, agreed. Just wanted to make sure you didn't have a better idea for improving this. I can't think of a better way at the moment.
