Add a new argument in the plugin to set a title for the progress bar.
example:
[[ProgressMeter (title = "My title name", owner = $ USER, milestone = 0.1a)]]

What did you have in mind that can't be achieved by just placing WikiMarkup about the bar, e.g.:
**My title name** [[ProgressMeter(owner = $USER, milestone = 0.1a)]]Have you found any important features of this macro that aren't provided by the TicketQuery macro in Trac 1.0?
For example, we can now do things like:
[[TicketQuery(component=ProgressMeterMacro, format=progress)]]which results in:
