Owner field always at the end

Description

I'm not able to get the owner field grouped or sorted. In /newticket it is always at the end, not matter if the field belongs to a group or not in the Ticket Layout configuration.

Modifying some existing ticket the grouping of "owner" works as expected.

as closed The owner will remain jun66j5.
The resolution will be deleted. Next status will be 'reopened'.
