Description

When drawing boxes inside boxes the distance in between inner and outer boxes in the up-down direction is constant, irrespective of there being a text or not.

Making the distance adapt automatically to that condition could make figures significantly more compact.

In 17313:

Fix #13440 - whitespace removed and #13506 - allow multiple toplevel elements. And code cleaned a bit up but is still very messy.
