I suggest changing name to TracFieldTooltip, to conform with the naming convention generally used for packages published to PyPI.

In 17587:

FieldTooltipPlugin: Published to ​​pypi:TracFieldTooltip.
Bump version after release.
Change name, Add classifiers metadata, for publishing to PyPI.
Closes #13657.
