Provide Tooltip Help for ticket fields

Description

This plugin offers tooltip help for ticket fields. If a wiki page named "help/field_name" is supplied, this plugin can be used for tooltip text.

(ja-JA): チケットのフィールドにツールチップヘルプを追加します。"help/フィールド名" というWikiページがあれば、その内容を使います。

An alternative is to use a patch included in ​trac:ticket:9648, but was developed for Trac 0.12. Also see BlackMagicTicketTweaksPlugin, which is also developed for Trac 0.12.
