Trunk version and 1.1.9 do not work for Trac 0.12.3 anymore

Description
We are using a fairly outdated version of Trac (0.12.3) with Python 2.6 but don't want to update. When trying to enable the XmlRpcPlugin the trunk version and version 1.1.9 failed. Using version 1.1.6 from the release history worked.
The error message from the log file was:
Trac[loader] ERROR: Skipping "TracXMLRPC = tracrpc": (version conflict "VersionConflict: (Trac 0.12.3 (/usr/lib/python2.6/site-packages/Trac-0.12.3-py2.6.egg), Requirement.parse('Trac>=1.0'))")
