Description
I don't know where the issue is but using PyDotOrgTheme with this doesn't work very well.
There is a side navigation area and this just draws all over this.

I would attach my patch with changes to the themes, but something is causing it to be blacklisted as an attachment.

I made a lot of changes to the templates of PeerReviewPlugin for proper display. The HTML code was in very bad shape and is vastly improved by now.
The pages render nicely with Trac 1.0.9 and with a private theme I use.

Checked with PyDotOrgTheme. This theme plugin does have some general problems with Trac 1.0.9 wrt to rendering the side navigation menu.
PeerReviewPlugin seems to play nicely enough with the theme to close the ticket. It renders as good or bad as the other Trac pages when using the theme.
This is still an issue, in the current version (2.0dev on Trac 0.11) the PeerReview pages do not honor the Theme at all, but reverts to the default theme. This is no big deal, since everything works just fine, but its a bit inconvenient.
