not creating work_log table when using postgresql

Description
When installing this plugin and updating database with: trac-admin ./dev/ upgrade --no-backup It says, it is creating a work_log, and finishes without errors. But actually the table was not created.
Using trac 0.10.4 and WorkLogPlugin r2669

This is addressed in the 0.11 version.
I've not ported this to 0.10 as I'm not actively using/testing it. You can find the relevant commits on the 0.11 branch if you are interested in making this work. I'm happy to apply patches, but I'm not really able to easily test. If this is important feel free to reopen but I'll close for now because it feels gooooood ;)
