How to delete a gringlet ?

Description
Maybe it will be useful to have an option to delete (or desactivate ?) a gringlet in the Gringlett administration tab.
And if a user have the TRAC_ADMIN permission, it would be useful to allow him to delete or modify a gringlet .

Yeah I guess a TRAC_ADMIN right should provide full access. And a general use/view etc. option is probably wise also.
I'll try and work on these at some point. (apologies for not seeing this before - I didn't seem to get an email notification about it and I'm very lazy at looking for my tickets as is evident!!)

An option to manage rights by user will be useful too : Maybe I don't want anonymous to have the possibility to add a gringlett or even to see the gringlett menu.
