svnurls should use repository_url in the svn section of the .ini file

Description

The SvnsyncPlugin introduces a repository_url variable in its .ini file:

​http://trac-hacks.org/wiki/SvnsyncPlugin

Rather than having SvnUrlsPlugin use a disparate and redundant variable, currently 

[svnurls]
svn_base_url

svnurls should make use of the existing infrastructure introduced by the SvnsyncPlugin

maybe link_text should go in the svn section too? its not important right now, though; having an extra section doesn't hurt anything

(In [3748]) change the variable name and section for svnurls to correspond with svnsyncplugin; fixes #3106
