It looks like in IE there is an obscuring HTML element going over the icon - hence my squishing the web page to highlight.
Does not reproduce in FireFox 1.5

That is quite strange, I can reproduce at work too.

you might want to try the IE developer toolbar
it gives you a structured view of the html elements and lets you highlight the DOM to work our where things are

Another thing which may or may not be of use, but it's quick.
"save as" in IE creates a page without the bug, though completely re-written and with the background image missing and some subtle positioning changes.
