pastescript vars should denote the difference between template-needed variables and otherwise

Description

options are specified with pastescript variables. As (e.g.) template configuration is munged, some of these may not be needed for a particular project creation. However, they might be. This should be denoted on the var class, with the default being "only used in the template"
