Ticket status changes generated by trac-post-commit-hook don't trigger Advanced Ticket Workflow

If you have the Subversion trac-post-commit-hook in place to change the ticket status to fixed based on the checkin comment, and you have the Advanced Ticket Workflow plugin configured to set the owner to the reporter when the status is changed to fixed, then you would expect the checkin comment to trigger the ticket to be sent back to the reporter. This doesn't happen though. Looking at the Trac code a little it looks like all change listeners (implementing ITicketChangeListener) are notified by the trac-post-commit-hook, but not the action controllers.

This would be a Trac core issue, not something specific to this plugin.
