a tag should optionally have a description

Description

a description should be stored with a tag with some user (or at least admin) facing way of editing the description. Then you can get a list of tags with a description for each, giving users some idea of what the tag is about

Status: new → closed

This occurs already if there's a corresponding Wiki page for a tag. eg. Hover over this tag link: tagged:athomas

I think this is sufficient.

Modify Ticket

Change Properties
Set your email in Preferences
Action
as closed The owner will remain Alec Thomas.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment

E-mail address and name can be saved in the Preferences.
