generates:

But the anchors from the TOC macro are: 

<li><a href="/cgi-bin/trac.cgi/wiki/SandBox#1Introduction">1. Introduction</a></li>
<li><a href="/cgi-bin/trac.cgi/wiki/SandBox#2Methods">2. Methods</a></li>

Also, german letters (äöü) are handled differently.

This works perfectly in the TracHacks SandBox as well as ​https://svn.swapoff.org/op/.

Have you applied the AnchorPatch? It is a requirement.
