footer frame takes half of screen, rest of theme looks perfect

Description
The footer frame took all the bottom half of the screen, checked in firefox and konqueror. I tried to solve in sources, but the sources distribution is empty.

Yes that's a common request I've received (in private) recently. Soon (next week or later) I'll implement a new version with some enhancements. One of them will be to place footer inside content pane so that it can scroll together with page contents. Hence banner, mainnav and ctxnav sections will remain fixed, whereas everything else will overflow inside content pane. Is this ok ?
Because of this I'm seriously thinking about performing the following changes on this ticket :

Source packages are available at PyPi and they do include static content and templates, thanks to P.J. Eby's help.
