[Patch] Make batch modify fieldset collapsible, and collapsed by default

Description

I find that while batch modifications are sometimes indispensable, I use them relatively infrequently and therefore prefer to have the form collapsed most of the time.

Patch against 7121 attached.

I guess my second upload didn't work any better than the first. Maybe I am using an unusual diff format.
