Cant install in repository 2 on same server

I have 2 repositoris on a common apache sever. On repository 1 i have TracTags Installed and running.

When I try to install TracTags on the second repository It installs and all the plugin shows up unde web admin.

However when I try to surf to the wiki it gives me a error saying 

DatabaseError: no such table: tags

When i try to upgrade the database it says. 

Database is up to date, no upgrade necessary.
