Description

SvnAuthzAdminPlugin does not work with trac0.12.

I attached the patch to support 0.12. Please take it.

This patch was apparently made to support Unicode, as was part of the patch submitted with ticket #5484.

Unlike #5484, this patch appears to have been made against the latest version of the code.
