It should not be possible to start work on a closed ticket

Description

Perhaps the start work button or entire template stream modification can be removed for closed tickets.

I wouldn't necessarily be against it, but by the same token, I have on several occasions started working on a closed ticket. When you do that it should automatically reopen it etc. (although I grant you the more dynamic ticket state workflow introduced in 0.11 made the ticket states a little bit tricker to hard code!).

I guess it's only one extra step to reopen first (and you can give a more detailed comment to say why too), so maybe "good practice" would be to force a manual reopen?

As you can see I'm entirely undecided :D

If you think it's worth it, and do a patch, I'll apply it. There, that's taken the decision out of my hands!!! You have control!

PS, as you've done a lot of patches etc. I'd be happy to give you commit rights if you want (on any of the things I do here). Obviously I'd appreciate discussion on any major/disruptive changes as I do use these plugins at my work and it has to fit in with our workflow, but even if I totally disagree with something there is always svn revert and it'll give you more freedom generally. Let me know if you want them and we can ask whoever we're supposed to ask about these things :D

I am undecided now as well, after reading your comments ;)

Perhaps it is most appropriate to have an option that determines whether a user can work on a closed ticket. For the most part, it seems like a policy issue that some administrators would like to have control over.

That would be great. I anticipate doing only minor patches, but any major changes could be done on a branch, giving you a chance for review before merging to stable versions.
