This issue occurred on our operation environment provided by apache2 + mod_wsgi and the static files are provided by apache. Our trac is 1.0-stable [r12591]. I confirmed with Chrome33 and FF28.

However, this is not reproduced in my develop environment with tracd (1.0-stable [r12629]). So, maybe it's environment issue ...?

I guess other enabled plugins and/or ​a custom stylesheet lead the issue. Would you please post "Installed Plugins" of About Trac in your Trac and the stylesheet (if you have a custom stylesheet)?

Reproduced with only TracTicketFieldsLayoutPlugin and WikiExtrasPlugin.

The following style leads the issue at wikiextrasplugin/trunk/tracwikiextras/htdocs/css/boxes.css@10351:306-308#L306​. It has been introduced in [10349].

The same issue occurs in Basic Settings admin panel if WikiExtraPlugin is installed. I think that's a WikiExtraPlugin issue. I've filed about it in #11655.
